To standardize and guide the research of anti-hair loss cosmetics and their efficacy-related ingredients, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for Anti-Hair Loss Cosmetic Research (Trial)” (Attachment 1) and the “Technical Guidelines for Research on Efficacy-Related Ingredients in Anti-Hair Loss Cosmetics (Trial)” (Attachment 2). These guidelines are formulated in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements.
In accordance with the Notice of the General Affairs Department of the NMPA on Issuing the Working Procedures for the Release of Technical Guidelines for Cosmetics (NMPA General Affairs [2022] No. 32), these guidelines are hereby released.
