MFDS Temporarily Relaxes Packaging Labeling Requirements: Stickers Permitted for Cosmetics and Other Categories

On April 3, 2026, the South Korean Ministry of Food and Drug Safety (MFDS) introduced an emergency administrative support policy through a rapid review by the Proactive Administration Committee. This policy temporarily allows the use of stickers to indicate mandatory labeling information when alternative packaging materials are used for four essential categories: cosmetics, food, hygiene products, and quasi-drugs. This move aims to alleviate supply pressures caused by global supply chain fluctuations.

  • The policy was triggered by supply instability for packaging raw materials (specifically naphtha) resulting from the Middle East conflict.
  • Previously, even if companies secured alternative packaging, the time-consuming process of creating copper plates for printing prevented rapid production, leading to potential supply disruptions of essential goods.
  • This temporary measure aims to address raw material shortages and long printing cycles, allowing companies to quickly transition to alternative packaging once original stocks are exhausted.

II. Core Policy Content

The MFDS has implemented the following temporary regulatory relaxations:

  • Applicable Scope: Food, hygiene products, quasi-drugs, and cosmetics.
  • Core Permission: Mandatory statutory labeling and information can be applied via stickers when using alternative packaging materials.
  • Implementation Period: The temporary permission is valid for 6 months.
  • Specific Details: The MFDS will issue separate official guidelines regarding the specific requirements for using alternative packaging materials.

III. Optimization of Administrative Procedures

To respond quickly to supply fluctuations, the MFDS has shifted its Proactive Administration Committee to a normalized, permanent operating mechanism:

  • Shortened Timeline: The total time for submission, deliberation, voting, and result notification has been compressed from 5 days to a maximum of 2 days.
  • First Precedent: This packaging labeling relaxation policy is the first item approved under the committee’s new normalized operation.
  • Committee Function: Established under Article 11 of the Regulations on the Operation of Proactive Administration, the committee reviews improvements to unreasonable regulations and promotes proactive administration for public interest.

IV. Official Statement

MFDS Minister Oh Yu-kyoung stated that the Proactive Administration Committee will continue to meet regularly to ensure rapid deliberation of policy matters. The Ministry plans to continuously monitor industry supply conditions and implement full support measures to ensure an uninterrupted supply of essential goods amidst energy security threats caused by the Middle East conflict.
