Who must be appointed as the Local Representative (LR) in Mexico?

A natural person or legal entity established in Mexico must be appointed as the Local Representative (LR). The LR is responsible for regulatory compliance and communication with the authority.

All operational notifications and related procedures must be submitted through the DIGIPRIS platform managed by the Comisión Federal para la Protección contra Riesgos Sanitarios (COFEPRIS).

The typical process includes:

Appointing a Local Representative (LR),

Creating an account in DIGIPRIS,

Submitting the operational notification,

Ensuring product formulation, labeling, and claims comply with Mexican regulations, and

Receiving the operation notification authorization.

Cosmetics generally operate under a notification-based framework. Once the operation notification is properly submitted, the company is authorized to carry out cosmetic-related activities, subject to post-market surveillance.

Product labels must comply with NOM-141-SSA1/SCFI-2012, including mandatory information such as product name, responsible party details, country of origin, batch number, expiry date, net content, and ingredient list. Mandatory information must be in Spanish (except INCI ingredient names).
