What is a Cosmetic Notification Holder (CNH) in Malaysia?

A Cosmetic Notification Holder (CNH) is a locally registered Malaysian company appointed to hold the product notification. The CNH is legally responsible for product compliance, notification submission, importation, manufacturing, and post-market obligations.

The process includes:

Appointing a qualified CNH,

Preparing and reviewing all required documentation (formula, label, PIF, LOA, etc.),

Submitting the notification via NPRA’s Quest 3+ online system,

Paying the notification fee, and

Receiving the Notification Note, which allows the product to be marketed.

Once submission and payment are completed in the Quest system, and provided all information is compliant, the Notification Note is typically generated within 1–3 working days. The overall timeline mainly depends on document preparation and compliance review.

The official processing fee is RM 50 per product or variant, payable online during submission.

Full product formula using INCI names (with percentages of restricted ingredients specified),

Final product label artwork (in Bahasa Malaysia and/or English),

Letter of Authorization (LOA) or Letter of Declaration (LOD),

GMP compliance documentation,
