Regulations for Cosmetic Registration and Notification Testing

The Work Specifications for Cosmetic Registration and Notification Testing apply to all testing activities related to the registration and notification of cosmetics within the People’s Republic of China. This includes microbiological testing, physical and chemical (physicochemical) testing, toxicological testing, and human safety and efficacy evaluations. Regulations for Imported Cosmetics

Os cosméticos especiais só podem ser produzidos ou importados após registo no departamento de administração de produtos médicos do Conselho de Estado. Os cosméticos gerais importados devem ser registados (notificados) junto dos serviços de administração de produtos médicos do Conselho de Estado antes de serem importados. Regulamentos sobre a apresentação de dados Ao solicitar o registo de cosméticos especiais importados ou a notificação de cosméticos gerais importados, os requerentes devem apresentar simultaneamente documentos que comprovem que o produto já é comercializado e vendido no país (região) de origem, bem como documentação que comprove que o fabricante estrangeiro cumpre as Boas Práticas de Fabrico de Cosméticos (BPF). Se um produto for fabricado especificamente para exportação para a China e não for possível apresentar um certificado de venda do país de origem, devem ser apresentados dados de investigação e de testes efectuados especificamente para os consumidores chineses. NIFDC Releases Two Technical Guidelines for Anti-Hair Loss Cosmetics

To all relevant organizations: To standardize and guide the research of anti-hair loss cosmetics and their efficacy-related ingredients, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for Anti-Hair Loss Cosmetic Research (Trial)” (Attachment 1) and the “Technical Guidelines for Research on Efficacy-Related Ingredients in Anti-Hair Loss Cosmetics (Trial)” (Attachment 2). These guidelines are formulated in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements. In accordance with the Notice of the General Affairs Department of the NMPA on Issuing the Working Procedures for the Release of Technical Guidelines for Cosmetics (NMPA General Affairs [2022] No. 32), these guidelines are hereby released.
