NIFDC Releases Technical Guidelines for Updating Cosmetic New Ingredient Notification Information

To all relevant organizations:

To implement the NMPA’s Several Provisions on Supporting Innovation in Cosmetic Ingredients, clarify the pathways for changes to new ingredients already on the market, and guide registrants and notifiers in standardizing their work, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for Updating Cosmetic New Ingredient Notification Information” (Attachment). These guidelines are formulated in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements.

In accordance with the Notice of the General Affairs Department of the NMPA on Issuing the Working Procedures for the Release of Technical Guidelines for Cosmetics (NMPA General Affairs [2022] No. 32), these guidelines are hereby released.
