In order to implement the NMPA Opinions on Deepening Cosmetic Regulatory Reform to Promote High-Quality Industry Development and the Several Provisions on Supporting Innovation in Cosmetic Ingredients, as well as to further standardize and guide the naming of cosmetic new ingredients, the National Institutes for Food and Drug Control (NIFDC) has drafted the “Technical Guidelines for Naming of Plant-Derived Cosmetic New Ingredients (Draft for Comments)” and the “Technical Guidelines for Naming of Fermentation-Derived Cosmetic New Ingredients (Draft for Comments)”, along with their respective drafting explanations (Attachments 1–4). These documents were developed in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements. We are now formally soliciting public feedback.
