EU Notifies WTO of Draft Cosmetics Regulation Revision: Total Ban on Mercury, Strict Limits Introduced for CBD and BHA

On July 8, 2026, the European Commission notified the World Trade Organization (WTO) of a draft regulation amending Regulation (EC) No 1223/2009 on cosmetic products. The draft was developed in reference to the new classification of Carcinogenic, Mutagenic, or Reprotoxic (CMR) substances introduced under Commission Delegated Regulation (EU) 2025/1222, as well as the latest scientific evaluation results released by the Scientific Committee on Consumer Safety (SCCS) between 2025 and 2026. The public comment period runs through September 6, 2026, with adoption expected in the fourth quarter of 2026. Aggiunti 56 nuovi allergeni presenti nei profumi! I marchi cosmetici dell’UE devono intervenire immediatamente

Il settore cosmetico dell’Unione Europea sta attualmente attraversando il più ampio aggiornamento normativo degli ultimi dieci anni. A partire dal 31 luglio 2026, tutti i cosmetici immessi sul mercato dell’UE dovranno riportare sulle etichette, ove applicabile, l’indicazione di ulteriori 56 allergeni presenti nelle fragranze. Questo obbligo comporta aggiornamenti fondamentali per quasi tutti i prodotti contenenti fragranze o oli essenziali vegetali, tra cui: 1. Perché l’UE sta aggiungendo 56 nuovi allergeni presenti nelle fragranze? Nel 1999, il Comitato scientifico ha confermato che 26 allergeni presenti nelle fragranze dovevano essere indicati in etichetta per aiutare i consumatori a evitare reazioni allergiche. A seguito di dati clinici e sperimentali aggiornati forniti dal SCCS nel 2011, che indicavano un ulteriore potenziale sensibilizzante, l’UE ha emanato il Regolamento (UE) 2023/1545 il 26 luglio 2023.
