China Cosmetic Categories and Classification

Cosmetics in China are divided into Special Cosmetics and General Cosmetics. The state implements Registration Management for Special Cosmetics and Notification (Filing) Management for General Cosmetics. Registrants and notifiers must classify and code products based on their efficacy claims, application areas, target users, product forms, and usage methods. 1. Efficacy Claim Classification Code Efficacy Category Interpretation and Claim Guidelines A New Efficacy Claims that do not fit into the existing categories below. 01 Hair Dyeing To change hair color; original color cannot be restored immediately after washing. 02 Hair Perming To change hair curl/straightness and maintain stability. (Temporary products are excluded). 03 Spot-clearing / Whitening Helps reduce pigmentation for whitening effects; includes physical coverage or acne mark improvement. 04 Sun Protection Protects skin/lips from UV damage. (For children, only limited to the skin). 05 Anti-hair loss Helps improve or reduce hair loss. (Excludes hormone-based or hair growth stimulant products). 06

Evaluation of Cosmetic Efficacy Claims

I. Core Responsibilities and Procedures At the time of registration or notification, cosmetic registrants and notifiers must upload a summary of the basis for product efficacy claims to the specialized website designated by the National Medical Products Administration (NMPA). The registrant or notifier is responsible for the scientific validity, authenticity, reliability, and traceability of the submitted summary. Cosmetic efficacy claims must be supported by sufficient scientific evidence. This evidence includes scientific literature, research data, or the results of cosmetic efficacy evaluation tests. The methods used for evaluation must be scientific, reasonable, and feasible, and they must fulfill the purpose of the evaluation. Registrants and notifiers may conduct the evaluations themselves or entrust an evaluation balanced with appropriate capabilities to follow the requirements listed in Table 1. NIFDC Solicits Public Comments on Three Cosmetic Standards

To all relevant organizations: To further improve the technical standards for cosmetics, the National Institutes for Food and Drug Control (NIFDC) has organized the development and revision of three cosmetic standard drafts for public comment, including the Testing Method for Trivalent Chromium and Hexavalent Chromium in Cosmetics (Attachments 1–3). We are now formally soliciting public feedback. Please submit your comments through the “Cosmetic Standard Development and Revision Management System” (https://www.nifdc.org.cn/nifdc/bshff/hzhpbzh/hzhpbzhxt/index.html) as required.
