Frequently Asked Questions

Who can act as the local responsible person in Saudi Arabia?

The local responsible person is typically the Saudi-based importer, who must hold a valid commercial registration (CR) and import license, and be registered in the SFDA system as the product notification holder.

The process includes:

Ensuring product formulation, labeling, and claims fully comply with Saudi/GCC technical regulations (e.g., GSO 1943),

Appointing a local responsible person,

Submitting product notification online via SFDA’s Ghad with all required documents,

Paying administrative fees,

Receiving the notification certificate after successful submission, and

Marketing and clearing the product using the notification certificate.

Key documents include:

Saudi importer’s commercial registration (CR) and import license,

Product testing reports (e.g., heavy metals, microbiology),

Certificate of Conformity (COC),

Notarized manufacturer authorization letter,

Product labels compliant with Saudi regulations (including GS1 barcode),

Full ingredient list with INCI names, concentrations, and functions.

Following notification via the GHAD system, the Authority shall decide on the listing application within 15 days of the completion of its requirements and issue a listing certificate. If the application rejected or no decision has been made regarding it, the Authority shall indicate the reasons.

Labels must include all mandatory information in Arabic, and may also include English. Missing, incorrect, or incomplete labeling is a common compliance issue.
