NIFDC Releases Technical Guidelines for the Purposed Use of Cosmetic Ingredients (Trial)

To all relevant organizations: In order to implement the Several Provisions on Supporting Innovation in Cosmetic Ingredients, standardize the purposed use of cosmetic ingredients, and encourage ingredient innovation, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for the Purposed Use of Cosmetic Ingredients (Trial)” (Attachment). These guidelines are hereby released and will take effect on June 19, 2026. Notice is hereby given. NIFDC Releases Two Technical Guidelines for Anti-Hair Loss Cosmetics

To all relevant organizations: To standardize and guide the research of anti-hair loss cosmetics and their efficacy-related ingredients, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for Anti-Hair Loss Cosmetic Research (Trial)” (Attachment 1) and the “Technical Guidelines for Research on Efficacy-Related Ingredients in Anti-Hair Loss Cosmetics (Trial)” (Attachment 2). These guidelines are formulated in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements. In accordance with the Notice of the General Affairs Department of the NMPA on Issuing the Working Procedures for the Release of Technical Guidelines for Cosmetics (NMPA General Affairs [2022] No. 32), these guidelines are hereby released. NIFDC Releases Technical Guidelines for Updating Cosmetic New Ingredient Notification Information

To all relevant organizations: To implement the NMPA’s Several Provisions on Supporting Innovation in Cosmetic Ingredients, clarify the pathways for changes to new ingredients already on the market, and guide registrants and notifiers in standardizing their work, the National Institutes for Food and Drug Control (NIFDC) has organized the development of the “Technical Guidelines for Updating Cosmetic New Ingredient Notification Information” (Attachment). These guidelines are formulated in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements. Official Guidance Released for the Naming of [Plant-Derived] and [Fermentation-Derived] Cosmetic New Ingredients!

In order to implement the NMPA Opinions on Deepening Cosmetic Regulatory Reform to Promote High-Quality Industry Development and the Several Provisions on Supporting Innovation in Cosmetic Ingredients, as well as to further standardize and guide the naming of cosmetic new ingredients, the National Institutes for Food and Drug Control (NIFDC) has drafted the “Technical Guidelines for Naming of Plant-Derived Cosmetic New Ingredients (Draft for Comments)” and the “Technical Guidelines for Naming of Fermentation-Derived Cosmetic New Ingredients (Draft for Comments)”, along with their respective drafting explanations (Attachments 1–4). These documents were developed in accordance with the Cosmetic Supervision and Administration Regulation (CSAR), the Administrative Measures on Cosmetic Registration and Notification, and other relevant regulatory requirements. NMPA Solicits Public Comments on the Toothpaste Classification Catalog (Draft for Comments)

To implement the Cosmetic Supervision and Administration Regulation (CSAR) and the Administrative Measures on Toothpaste Supervision, standardize toothpaste production and business activities, and ensure the quality and safety of toothpaste products, the National Medical Products Administration (NMPA) has drafted the “Toothpaste Classification Catalog (Draft for Comments)”. We are now formally soliciting public feedback. The public comment period is from December 1 to December 22, 2025. Relevant organizations and individuals may submit their feedback to hzpjgs@nmpa.gov.cn. Please indicate “Toothpaste Classification Catalog—Feedback and Suggestions” in the email subject line.
