NMPA Solicits Public Comments on the Toothpaste Classification Catalog (Draft for Comments)

To implement the Cosmetic Supervision and Administration Regulation (CSAR) and the Administrative Measures on Toothpaste Supervision, standardize toothpaste production and business activities, and ensure the quality and safety of toothpaste products, the National Medical Products Administration (NMPA) has drafted the “Toothpaste Classification Catalog (Draft for Comments)”. We are now formally soliciting public feedback.

The public comment period is from December 1 to December 22, 2025. Relevant organizations and individuals may submit their feedback to hzpjgs@nmpa.gov.cn. Please indicate “Toothpaste Classification Catalog—Feedback and Suggestions” in the email subject line.
