Do cosmetics require product registration in Australia?

No. Marketing is based on company registration with AICIS and ingredient introduction management, not product registration or notification.

Ensure the product meets the definition of a cosmetic and is distinguished from therapeutic goods to avoid applying the wrong regulatory system.

Register the business (not the product) on the AICIS platform, pay the annual fee, with the registration year from September 1 to August 31.

Check if all cosmetic ingredients are listed on the Australian Industrial Chemicals Inventory. Unlisted ingredients are classified based on health and environmental risks as exempt, reported, or assessed.

Exempt: Submit a one-time post-introduction statement (only for certain ingredients)

Reported: Submit a one-time pre-introduction report
