To the Medical Products Administrations of all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps; the NIFDC; and the Information Center of the NMPA:<\/strong><\/p>\n\n\n\n

To further optimize the management of labels for cosmetics (including toothpaste, the same applies hereafter), satisfy consumers’ right to know and the needs of an aging population, facilitate business operations, and support the high-quality development of the cosmetic industry, the National Medical Products Administration (NMPA) has decided to launch a pilot program for cosmetic electronic labeling. This decision is made in accordance with the Cosmetic Supervision and Administration Regulation<\/em> (hereinafter referred to as “the Regulation”) and other relevant provisions. The relevant matters are hereby notified as follows:<\/p>\n\n\n\n

  1. Scope and Duration:<\/strong> Starting from February 1, 2026<\/strong>, a pilot program for labeling Chinese cosmetic labels via electronic means will be launched in Beijing, Shanghai, Zhejiang, Shandong, Guangdong, and Chongqing<\/strong>. The pilot program will last for three years<\/strong>. The electronic labeling pilot for offshore duty-free cosmetics in Hainan may also be implemented in accordance with the requirements of this notice.<\/li>\n\n\n\n
  2. Compliance:<\/strong> Cosmetic electronic labels are an integral part of cosmetic labeling and must comply with the Regulation, its supporting rules, normative documents, and the requirements of this notice.<\/li>\n\n\n\n
  3. Provincial Responsibility:<\/strong> Participating provincial MPAs shall define regulatory requirements and measures based on local conditions, select and confirm pilot enterprises, and publish the list of participants on their official websites. They are expected to resolve key difficulties during the pilot and establish a standardized, efficient management model for electronic label applications.<\/li>\n\n\n\n
  4. Technical Standards:<\/strong> The pilot work must comply with the Requirements for the Pilot Work of Cosmetic Electronic Labeling<\/em> (Attachment 1). Electronic labeling systems must be constructed according to the Cosmetic Electronic Label Data Set<\/em> and the Technical Specifications for Cosmetic Electronic Label QR Codes<\/em> (Attachments 2 and 3).<\/li>\n\n\n\n
  5. Technical Support:<\/strong> The NMPA Information Center and the NIFDC will optimize the cosmetic registration and notification information service platforms to provide technical support for the submission of electronic label information by pilot enterprises.<\/li>\n\n\n\n
  6. Market Circulation:<\/strong> Cosmetics using electronic labels under this pilot may be produced and sold within the territory of the People’s Republic of China. Any violations of cosmetic labeling regulations will be handled by the drug regulatory departments in accordance with the Regulation and other relevant laws.<\/li>\n\n\n\n
  7. Oversight:<\/strong> The NMPA will strengthen supervision, guidance, and coordination of the pilot program and may adjust the scope of the pilot as necessary. Drug regulatory departments at all levels must ensure effective implementation and report any identified issues promptly.<\/li>\n<\/ol>\n\n\n\n
